At one time many years ago, it was normal for all license plates in a given state to expire at the same time of the year...either at the end of December, or at the end of a two- to four-month grace period extending into the new year. As registration figures exploded, so did long waits and logistical difficulties at renewal time...so a widespread transition to staggered registration systems emerged.
How did it happen, though? When staggered registration began, how did states, provinces, districts, and territories go about setting it up? As it turns out, a vast and varied array of methodology was involved.
Methodology of assigning registration months
- Most jurisdictions staggered pre-existing registrations by latching onto a pre-existing criterium...the motorist's birthday, the motorist's name or initial, or a portion or digit of the plate number. Interestingly, the technique sometimes correlated with geography: All western states used the plate number as their preferred criterium (or didn't bother staggering pre-existing registrations at all), while eastern and midwestern states used a mix of methods.
- When assigning out expiration months, some states didn't use all twelve months of the year: All Indiana plates until 1986 only expired between January and June, for example. The spread of the initial staggering periods also resulted in many motorists "skipping over" a year: A Californian with the plate number "853 OKG" would have had a 1975 sticker followed by stickers for FEB 77, for example. Collectors seeking out specific expirations from some states might find that the month-year combinations they're looking for do not exist!
- Some places hung on to name- or initial-based methodology beyond the initial staggering period and used it to assign months to new registrations as well. This is done to prevent natural imbalances between the winter and summer months. It also makes it difficult for collectors to deduce the original issue date of a plate from the validation stickers alone, since a MAR 95 expiration could have been given out as early as 1993 or as late as 1995!

Adoption of staggered registration by decade
Delaware pioneered staggering with a quarterly system in 1941, and in 1946 Wisconsin became the first state to stagger expirations between all twelve months of the year. A trickle turned into an avalanche when the 1960s drew to a close, and by 1977 over half the states in the U.S. had switched to staggered registration systems. Canada was a bit slower to embrace the trend, with Saskatchewan becoming the first province to do so in the same year. By the end of the 1990s the practice was universal, with the last holdouts being Manitoba (switching in 1995) and Georgia (1997).

West Virginia
Over the years, I've come across several contradicting explanations of West Virginia's implementation of staggered registration. It turns out that the state "went staggered" in an unusual and perplexing fashion, spead out over more than two years:

The "smoking gun" of physical evidence proving this theory correct was a set of three West Virginia plates issued to the same motorist: 1969 #33-872, 1970 #101-015, and 1971 baseplate #DD-9570. The 1969 serial falls into the range assigned December expirations.
Since the 1969 number, not the 1970 number, was used for determining the 1971 baseplate expiration month, it seems likely that West Virginia's multi-year baseplate was originally intended for release in 1969 (exp. 1970) but postponed due to logistic difficulties. The 1970 plate was therefore nothing more than an interim issue, issued and (in many cases) used for less than one year. This would also explain why the 1971 baseplate was issued in the 1970 "even-year" colours.
It's less clear how the state handled the staggering of new registrations from the July-to-December 1969 period that never received a 1969 plate. It's possible that they were assigned July to December 1971 as expiration months when the new baseplate arrived; coinciding with the anniversary of the original registrations.
